
Bachelor of Arts in Public Administration (B.A.) – Cooperative Programme
The cooperative Bachelor programme in Public Administration is a pilot project conducted in collaboration with the city of Frankfurt am Main. Each semester includes a practical phase which is conducted in the city’s public offices and agencies. The University of Applied Sciences (Fachhochschule) and the city of Frankfurt am Main expect that this type of municipal cooperation will have a positive impact on other cities and communities in the state of Hessen. An expansion of the programme with additional cooperation partners is presently being evaluated. Municipalities interested in this type of collaboration are encouraged to contact the university faculty. Programme GoalsThe cooperative Bachelor programme in Public Administration is comprised of six semesters and leads to a Bachelor of Arts degree. Students receive a professional education which prepares them for roles in government agencies and privatised organisations within partner municipalities. In contrast, the degree programme in “Public Management” which focuses on commercial roles within the public sector, the Public Administration programme conveys specialised skills needed in public administration, particularly those relating to institutional and legal knowledge.RequirementsIn addition to a secondary school certificate or high school diploma, admission to the programme requires the agreement of a study and training contract with one of our partner institutions. In this pilot phase, applicants must apply to the city of Frankfurt. In this context, the city sees itself as a service provider for its citizens’ needs. The planning, organisation and execution of these functions are conducted by highly qualified professionals. Within the programme, students acquire the skills and knowledge they need to fulfil these functions effectively. Additionally, the programme prepares and qualifies students for management roles within the city’s administration.Programme ProfileThe programme in Public Administration is offered as a cooperative (dual) programme between the University of Applied Sciences Frankfurt am Main (Fachhochschule Frankfurt am Main) and the city of Frankfurt am Main. It is structured as a theoretical and practical programme. Both strands - theory and practice – are conducted simultaneously. Practical modules begin in the second semester. Theoretical and practical approaches complement each other in transmitting comprehensive competencies to the student. Practically oriented modules convey knowledge and skills in a project-based approach toproblem solving.Programme StructureThe programme is composed six full time semesters and comprises 180 ECTS credits. It is structured in modules and culminates in a Bachelor of Arts (BA) degree. The programme commences in the winter semester. Admission requirements to the programme include a study contract with the city of Frankfurt am Main, where all practical elements of the programme will be conducted.Programme ContentsCore theory modules include business administration, economics, accounting, quantitative methods, public finance, civil law, administrative law, specialised (including municipal law and public services law) and social law. In addition to these courses, electives in financial management and controlling or human resources management and organisation form the programme focus. Students must also select two of the required electives in quantitative methods, business information systems and general studies.Practically oriented modules utilise a project-based problem solving approach and convey the knowledge and skills needed to solve real world issues encountered in city administrations.The programme concludes with a work related Bachelor project and an oral exam.Career ProspectsThe programme prepares students for management roles and responsibilities in public administration offices and institutions.
