Bachelor of Arts in Public Management (B.A.)

The Bachelor of Arts programme in Public Management grew out of theDiplom programme in 2007. This Bachelor programme closes a gap in specialised management education that emerged between business administration and public administration programmes. The Public Management programme prepares students for professional roles in public administrations, NGOs, public and non-profit organisation as well as service providers that have close ties to administrations (e.g. consulting and auditing firms) and require the application of managerial and economic knowledge. The knowledge conveyed and the skills taught in this programme are tailored to the specific demands, goals and conditions of public and non-profit management:

  • Sector specific features in organisational structures and human resources management
  • Sector specific features of finance and accountancy
  • Particular significance of public law for the fulfilment of goals and tasks
  • Specific bottlenecks in the sector such as legitimacy, securing of financing, training and staff motivation
  • Sector specific characteristics in relationships with clients, recipients and users

At present, there is a broad shift within the sector toward business administrative accounting procedures and economic methods of controlling. Furthermore, the NGO sector is growing in size and importance. These changes are creating a demand for economists who are versed in the particularities of both public and non-profit sectors.

The current modernisation and restrcturing of the public and non-profit sectors requires knowledge of management methodologies that are commonplace in most private sector industries but still rare in the public field. The programme conveys subject specific, methodological knowledge required for the successful application of modern management concepts to the public sector.

The programme will provide students with the interdisciplinary competencies needed for targeted and process-oriented planning. At the same time, it will emphasize the political and social implications of public and third sector activities while enhancing students’ ability to make team-oriented decisions and then to successfully communicate those decisions internally as well as externally.
